It"s common knowledge that gaining an insight into the theoretical side of testing is difficult. But it is also hard work to produce a language test of high quality. Within the framework of this article, our intention is to provide as good as possible an account of main principles, techniques and procedures in designing and constructing a test in speaking skill, one of the four key language skills required of any foreign language learners.
